Fill in the blanks: Country A and Country B!

Country A and Country B share tense relations. Both of them have waged many wars and proxy-wars against each other. Both the countries have nuclear weapons.

Country A experienced a terrorist attack in the recent past that was targeted at foreigners and that got broadcast live in TV. Country A blamed Country B of sending terrorists for that attack. Country A got the sympathy.

Now, in Country B, foreign players are attacked by terrorists that gets broadcast again. Country B is yet to blame Country A for having a role in it, but it seems only to be a matter of time.

Whatever may be the case, this sure seems to go on and on. An eye for an eye is going to make the whole world blind!

Country A blamed country B since it had evidence that country B was involved in the attack. Even country B has now acknowledged the involvement of one (the last I heard) of its citizens.
Country B has not blamed since they do not have any evidence against country A.
You seem to have the hypothesis that both countries are involved in each other's terrorism. The material facts tend to prove your hypothesis wrong.

'Seem to have hypothesis' is not the same as 'have hypothesis'...;)

This blog mentions about the blame-game (sans facts & evidences) that has been going on for quite some time now. Whether they have evidence or not, the blame is always present.

BTW, if you check the history, both ISI and RAW have their roles in fomenting troubles & destabilizing their opponents along with collecting intelligence..much like the old timers CIA & KGB!
